One of the region’s most significant transportation infrastructure design-build projects to improve mass transit, reduce traffic congestion, and protect the environment by enhancing the quality of life for communities along LIRR’s Main Line. The project consists of the installation of 10-miles of additional track to complete a continuous new third Main Line track from Queens to Long Island. The work includes the elimination of seven existing grade crossings, construction of six new railroad bridges, five new New York State Department of Transportation (NYSDOT) roadway bridges, replacement of five existing railroad bridges, and the widening of three existing railroad bridges. Rail related scope of work includes the replacement and/or modifications to seven passenger rail stations, construction and/or modifications to railroad infrastructure, utility relocations, retaining wall and noise wall construction, and construction of five parking garages. The team developed innovative concepts for bridges and underpasses that required 25% of full weekend outages envisioned by LIRR. Additional innovations included Accelerated Bridge Construction (ABC) techniques and the use of Self-Propelled Modular Transporters (SPMTs), as well as – first time used in the U.S. – the box-jacking method, which received recognition in Engineering News Record (ENR). As a leading member of the design-build quad-venture, Halmar managed construction for significant portions of the project including bridge structures, retaining walls, and civil elements.

To improve safety for vehicle traffic, passengers and trails, the project eliminated eight accident-prone at-grade railroad crossings.

The project received several public recognitions, including Engineering News Record (ENR) Article dated August 28th, 2019, entitled "Box Jacking Operations Moves Rail Underpass in a weekend”, Includes a video of a time lapse of 3TC’s construction sequencing.
