Halmar International Awarded $1.85B Penn Station Access Design-Build project in NY
The Penn Station Access Project will improve regional transportation connectivity, enhance network resiliency, promote sustainability, and link communities.
The Metropolitan Transportation Authority Construction & Development (MTA C&D) has awarded Halmar International, LLC, a subsidiary of the ASTM Group, along with its joint-venture partner RailWorks Transit, Inc., the $1.85 billion design-build contract of the Penn Station Access Project. The project will be implemented in conjunction with Amtrak, LIRR, and CSX railroads. Together with our team’s Design Lead, Jacobs Civil Consultants Inc., we will complete the Project in just over 5 years. For the first time, Metro-North will be able to provide rail service from the Bronx, Westchester and Connecticut directly to Penn Station and Manhattan’s West Side.
Penn Station Access will bring Amtrak’s Hell Gate Line to a state of good repair and improve reliability and on-time performance for intercity passengers and prepare the corridor for future high-speed rail. Further, the planned use of Amtrak’s existing Hell Gate Line will maximize the potential of existing infrastructure while minimizing the impact on service and the communities involved. The Project includes the design and construction of four (4) new rail stations in the Bronx, five (5) new and two (2) upgraded substations, together with the rehabilitation and expansion of more than 19-miles of track and four (4) bridges, as well as the reconfiguration of the New Rochelle Train Yard, including the modernization of signal, power and communications infrastructure. It is estimated the Project will create approximately 4,500 direct jobs and another 10,000 indirect jobs.
